Jutsu creation rules

1.) To create a Jutsu, you must be at least Jounin in rank.

2.) You may only create Jutsu in the elements that your character possesses.

3.) You may only create Jutsu at the ranks that your characters rank allows you to use.

Example:

The rank of Jutsu a Jounin is allowed = E,D,C,B,A
So the highest rank jutsu they can make = A

4.) The Jutsu must be posted at this forum to await approval by an admin before it can be used. If its decided that the Jutsu is impossible or beyond your level, it will not be accepted and deleted.
